The average number of people of all ages receiving public assistance each month, per 1,000 residents. This includes both major welfare programs: Family Assistance and Safety Net. Safety Net covers single adults, children living without their parents, and others not eligible for Family Assistance.
This measure represents the numbers of individuals dependent upon government support for their basic needs.
In 2007, 14 people per 1,000 residents received public assistance on each month in the Greater Capital Region, half the rate for the state. This number has largely been flat, while the state rate declined 24%. At the county level, rates in every county but Albany increased over the time period. In Albany, the public assistance rate was the highest in the region in 2001 but dropped 26%. Public assistance in Rensselaer County grew 21% over the time period to a rate of 21 per 1,000. Saratoga had by far the lowest rate at 2 per 1,000.
