The percentage of people enrolled in Medicaid, the government-funded health insurance program for the poor and disabled.
This measure shows the proportion of people dependent upon government for health insurance because they cannot access affordable insurance through jobs or other means.
In 2007, about 12% of residents in the region were enrolled in Medicaid, less than the 21% rate statewide. The Medicaid participation rates grew in both the region and the state, rising 37% since 2000 in the region and almost 50% in the state. The increases reflect at least in part the state expanding eligibility criteria to make Medicaid available to more people. Each local county experienced a sizeable increase, with Saratoga leading the way with a 64% jump in its rate. Saratoga's participation rate was still the lowest in the region at 8%. The high state rate is driven in part by participation in New York City.
